How not to pay 633,55$/year immatriculation?

for 2011 in Quebec the 400cc+ motorcycles immatriculation will cost over 600$ for 1 year, or over 1400$ for a supersport... i doubt i could or would afford that for 4-5 months of possibly good weather. I heard in most states in the US its around 50$ so im like wtf this is ridiculous? cuz im starting my 1000$ obligatory 1 year bike cl hopefully paid by my mom to get my license and we need a motorcycle. so i would buy a motorcycle, pay over 600$ just for plates and im not yet thinking about insurance, im already discouraged enough. so lets say i get a 1000$ bike, ill have to pay like at least 1500 $ extra to ride once or twice every month with an instructor. im already pissed about paying nearly 200$ for my cars plates plus over 500$ for useless insurance that wont fix my car if i have an accident but is necessary. WTF man this is bullshit, i cant believe the province is in debt with such taxes. is there a way i can pay less cuz ill be working part time from january and i wont get enough money for the summer. what should i do i really wanna buy a motorcycle AND ride it...
