Extreme premature balding and dry red itchy painful scalp?

my step dad used baby oil to make his hair stop falling out.he has receeding hair line.but it stopped falling out.and it looks oily and unclean.i put vaseline on my husbands hair for a hour before he washes it .for his dry scalp,but i have to put it on there onced every month.hope this helps
