How come on grand theft auto san andreas i couldent find leatherface/?!??!?!??!?

i heard so much about the myh and that the best place to find him is the place wear they chop down trees in red/reb * county*and i found the blood stains on the floor but no leather face i went twice one in *10* o clock in the morning in san andreas hours wile it was foggy and one in *6* in the morning but it was just sun ride the 2nd time witch was at 6 iv found blood witch is a clue that he exsist in the cabins but no leather face!
