What is wrong with these people saying they listen to "rap and hip hop"?

Could you listen to hip hop without listening to rap? I'm convinced rap means emceeing (or just that type of vocal delivery in case of not very good lyrics) and hip hop is the musical genre that contains, among others, rapping. But, what do these people think when they say rap and when they say hip hop?
