When will my start to grow?

I'm 16, I have underarm hair, chest hair, facial hair, and pubic hair. Although my has been at its same length for my entire life. Also, I have bumps all around my although in another question someone said they were "Underdeveloped hair follacles" Because some of the bumps have hairs growing out of them, and some dont. I also have a few hairs growing ON my , on the shaft not the head. Is this normal? Will my grow at all? Or am I stuck with my prepubescent 3 inch for the rest of my life?
