I would be patient. If you really want to be with her, it's going to have to be on her terms. But at some point she will have to make time if she really wants to be in a relationship. People's priorities change when they really want something/someone. But at some point, you may want to just express how you feel, but emphasize you are willing to wait for her if she's not ready right now.
